"Speak to the entire assembly of the children of Israel and say to them: You shall be holy, for I, Hashem your G-d, am holy" (xix, 2). The Midrash Rabbah (24:9) explains: "'You shall be holy' - one might think it means '[as holy] as I am,' [therefore] Scripture states 'for I am holy' - My holiness is loftier than your holiness.
