This Shabbat we complete our annual study of the book of BAMIDBAR (Numbers) by reading its two lengthy closing parshiyos, MATOS and MAS'EY, together. In some years each of these parshiyot is read on its own Shabbat, but in most years these two parshiyos are read on one Shabbat to ensure that we begin reading the book of DEVARIM (Deuteronomy), with its central theme of TESHUVAH -- coming home to G-d -- on the last Shabbat prior to the fast of 9th Av commemorating the destruction of the Holy Temple.

JEREMIAH CHAPTER 33

A second prophecy now comes to Jeremiah while still imprisoned in the king's prison, as in the previous chapter. This was in Tzedekiah's tenth year, one year prior to the destruction of the Temple, with Jerusalem under siege and the Babylonians encamped all around.

V 2: "So says HaShem its Maker, HaShem Who fashions it to establish it…" God's goal is only to build and establish Jerusalem.
