Editor's Note:

Dear readers,
On the 17th of Tammuz, observed this year on July 8, we fast and mourn for several tragedies that occurred to our people. One of them is the breaching of the walls of Jerusalem by the Romans in 69 CE. This led to the tragic destruction of the Holy Temple and an era of exile that has not yet ended.
As I reflect on the upcoming days, it is hard to believe that this period of mourning is here again. I think of Jerusalem, I think of the Temple, and I think of Rome.
I was born and raised in Rome (my parents are Chabad Lubavitch emissaries there), where I knew and interacted with Jews who are direct descendants of the Jewish prisoners brought from Jerusalem in chains by General Titus after he destroyed the Holy Temple. In fact, these Jews are the only Romans who can date themselves that far back. In Rome, there are no identifiable descendants of the Romans who destroyed the Holy Temple and enslaved our people. But there are thousands of Roman Jews who follow the Torah of their ancestors, and whose children will no doubt welcome Moshiach, perhaps even at the gates of Rome, where, as Elijah the prophet once said, Moshiach awaits G-d's signal that the time has come.
Let us hope that we soon meet in Jerusalem.

The Most Precious Commodity
A further count of the Jewish people is recorded for us in this week’s parsha. Though the numbers match almost exactly to the count that was reported in the at the beginning of the book of Bamidbar, the Torah nevertheless goes through it again in great detail and with precision. All of the commentators to the Torah have struggled to find meaning in this counting of Israel once again.

A Single, Eternal Moment
On one hand, the story of Pinchas is straightforward. There was a crisis in the Jewish people, and Pinchas responded to the call, which, given the solution, was not an easy thing to do. He was not a killer, and certainly not one to seek attention. It is very hard for the average person to spill blood, even that of an enemy, so how much more so that of a fellow Jew who happened to be a leader as well. Pinchas really had to push himself to carry through regarding a very difficult halachah that could have had very dire consequences for him:

"Attack the Midianites and kill them" (25:17)

Rashi points out that Hashem commanded Moshe to decimate the Midianites and not the Moabites, although they were more instrumental than the Midianites in enticing Bnei Yisroel to sin[1]. The Midrash explains that since Ruth, the great grandmother of King David, was destined to descend from Moav, Hashem refrained from destroying them. If, in fact, Moav deserved to be destroyed, why could Hashem not have orchestrated a scenario by which the majority of the nation is killed, but Ruth's existence is assured from the few who survive?

Study Notes by Avraham ben Yaakov

JEREMIAH CHAPTER 29

JEREMIAH'S LETTER TO THE EXILES IN BABYLON

In the previous chapter (Jer. 28) we saw how the false prophet Hananyah ben Azoor was prophesying that the large contingent of exiles whom Nebuchadnezzar had deported to Babylon with King Yeho-yachin would speedily be restored to Jerusalem WITHIN TWO YEARS. Their deportation had surely been a nasty shock, but with Babylon still at the beginning of its ascendancy – they were deported in the second year of Nebuchadnezzar's reign, eighteen years prior to the destruction of the Temple – the recalcitrant establishment priests and false prophets in Jerusalem were able to persuade themselves that the rise of the new superpower would be very short-lived.
