Torah reading: PINCHAS Numbers 25:10-30:1; Haftara: Jeremiah 1:1-2:3 first of the three Haftaras of reproof read during the Three Weeks.
It is said in the name of the Chozeh of Lublin that through the power of our joyous celebration of this Shabbat, on which we read the verse "therefore I give him My covenant of peace" (Numbers 25:12), it is possible to attain holiness and accomplish one's complete Tikkun (repair).
Today is Shabbat Mevarchin blessing the coming month of Av. The Molad (junction of the sun and the moon) will be on Thursday 19 July at 12:29 and 6 chalakim a.m. Rosh Chodesh is on Friday Monday 20 July.

On this day in the year 1187 Saladdin's army defeated the crusaders near Tiberias, signalling the destruction of the crusader kingdom in the Holy Land. On the same day in 1759, the Baal Shem Tov together with R. Chaim Rapoport of Lvov defeated the Frankists in an open disputation and the day was established as an annual festival for all who follow the path of the Baal Shem Tov in all generations.

YOM KIPPUR KATAN
Today is observed as Yom Kippur Katan ("small day of atonement"), with optional fasting from dawn until nightfall and penitential prayers for self-purification and atonement in preparation for the coming month of Av.
Today is the Yahrzeit of Rashi -- Rabbi Shlomo Yitzchaki (1040-1105) outstanding prince of all the commentators on the Five Books of Moses, the rest of the Bible and the Talmud.

Add Ya'aleh Veyavo in evening, morning and afternoon prayers and in Grace after Meals. Following the morning Shacharit prayer, "half" Hallel and the additional Musaf prayer are recited. On Rosh Chodesh it is customary to eat a festive meal with bread.
The first day of the fifth month - Av - is the Yahrzeit of Aaron the High Priest (Numbers 33:38).
Today marks the beginning of the observance of the stringencies of The Nine Days, which culminate on Saturday night-Sunday 28-29 July with the fast of Tisha b'Av commemorating the destruction of the First and Second Temples. The prevailing custom during the Nine Days is to abstain from meat and wine (except on Shabbat), not to change, wash and launder clothes (except essential underwear), not to wash one's whole body even in cold water except where washing is necessary for hygiene, and to minimize business and pleasure activities, in order to keep our minds focussed on the Temple and our yearning to regain it.
The Lubavitcher Rebbe encouraged people to conclude the study of Talmudic tractates (siyum masechta) during this period in order to provide occasions for a mitzvah-feast, where meat and wine are permitted. The goal at this time is not to be depressed but to focus our minds joyously on the Torah and the coming Redemption.

MATOS-MAS'EI
Torah reading: MATOS Numbers 30:2-32:42 dealing with the laws of vows, Israel's conquest of Midian and the inheritance of the tribes of Reuven, Gad and Menashe, and MAS'EI Numbers 33:1-36:13 on the journeys of Israel in the wilderness and the boundaries of the Promised Land, completing the book of Numbers ("Chazak"). Haftara: Second of the three Hafarot of reproof read during the Three Weeks: Ashkenazim: Jeremiah 2:4–28 & 3:4; Sefardim: Jeremiah 2:4–28 & 4:1–2.

 (‘everlasting’ also said of Moshiach, indicating Moshiach’s eternal divine nature: Dan 7:14  And there was given Him (Moshiach) dominion, and honor, and sovereignty, that all people, Goyim, tongues, should pey-lammed-chet. [1] (worship as deity) (see Dan 3:12, serve, reverence as deity Him (Moshiach). Yahweh Elohai (my Elohim) Kedoshi (my Holy One)? We shall not die. Yahweh, Thou hast appointed them (these Chaldean) for mishpat (ordinance); O Tzur, Thou hast ordained them (these Chaldean) for reproof.

Deu 18:17 And Yahweh said unto me, They have well-spoken that which they have spoken.

Joh 10:18  No one takes it from me, but I lay it down of my own accord. I have samchut (authority) to lay it down, and I have samchut to receive it again. This mitzvah I received from HaAv (the Father).
Deu 18:19 And it shall come to pass, that whosoever will not listen unto My words which he shall speak Bishmi (in My Name), I will require it of him.

Joh 8:28  Therefore, Rebbe, Melech HaMoshiach said to them, When you perform the hagbah (lifting up) of the Ben HaAdam, you will have da'as (knowledge) that Ani Hu [YESHAYAH 41:4; SHEMOT 3:14-16], and from myself I do nothing, but as HaAv (the Father) of me taught me, these things I speak.
